21世纪开端之时,对中国人来说,最激动人心,当然也是影响力最久远的重大事件,莫过于西部大开发战略的提出了。开发西部的鼓角之声骤起,我们似乎从美国西部片中骑着骏马,在宽皮带上松松垮垮别着左轮手枪,带着宽沿牛仔帽,驰骋于广袤辽阔荒原上与狼共舞的牛仔形象中,领略过闯荡西部、开疆辟业的风采。其实,毋须妄自菲薄,我们的前辈们很外以前也曾认认真真地规划过开发西部的蓝图。15世纪中叶,中国明朝的开国元勋刘伯温曾乐观放眼当时还是洪荒一片的大西南,写下了这样的诗句,“江南千条水,云贵万重山。五百年后看,云贵赛江南”。而一直到18世纪末,一个叫杰斐逊美国政治家,遥思还是印第安土著乐园的西部,却还悲观的预言,“美国人定居到整个北美大陆需要将近1000年的时光。”日月轮回,沧海桑田,两位政治家几乎都失算了。过了500年,云贵与江南相比依然难以望其项背,而美国人则提前900年将星条旗覆盖了北美大陆的西部,并使之成为美国经济强有力的一翼。今天看来,假如没有强大的西部,就不可能有一个强大的美国。同样,假如中国的西部不强大起来,也就不可能有一个强大的中国。因此,走开发西部的富国强民之路,已经成为中国人的历史选择。当年美国人登上驶往西部的邮递马车时带去的是无数个发财梦想;那么,面对西部大开发的历史选择,除了梦想,我们还需要带些什么呢?

Therefore, taking the road of developing the rich and strong people in the west has become the historical choice of the Chinese. In the past, when the Americans boarded the wagon carriage to the west, they brought countless dreams of making fortune. So, in the face of the historical choice of developing the western region, what else should we bring besides the dream?
