高起点起步与国际核电技术接轨——岭澳核电站建设经验谈(一)

1994年2月,大亚湾核电站成功投入商业运行后,国务院总理办公会议在深圳召开,会议决定利用广东地区有利于发展核电的条件,充分发挥中央和地方两个积极性,成立中国广东核电集团,负责广东核电的建设和运营,并按照“以核养核,滚动发展”的建设方针,建立一个滚动发展核电的机制,以推动广大核电建设走上良性循环的发展道路。1994年9月,中国广东核电集团有限公司成立后,根据国家和广东省的统一新部署和总体安排,提出了以大亚湾核电站为基础,通过岭澳核电站建设,走出一条“以核养核,滚动发展”自主建设核电的新路子。岭澳核电项目是国家“九五”开工的基本建设项目中最大的能源项目之一,是继大亚湾核电站投产后在广东地区建造的第二座大型商用核电站,距正在运行的大亚湾核电站约1.2公里,首期为2台百万千瓦级压水堆核电机组。岭澳核电有限公司于1995年10月4日正式注册成立,作为中国广东核电集团有限公司的全资子公司,负责岭澳核电站的建设。岭澳核电站是“九五”期间我国核工业开工建设的四个核电站之一,主体工程于1997年5月15日正式开工。1号机组于2002年5月投入商业运行,建设工期60个月,2号机组于2003年1月8日投入商业运行,标志着该工程全面竣工。岭澳核电站的全面投产,扩大了大亚湾核电站建设成果,在广东核电系列发展中起着承上启下、继往开来的作用。与大亚湾核电站相比,冷澳核电站积极探索核电自主建设的管理模式,加大国产化、自主化的力度,努力开创我国核电建设自主化、国产化之路,对研究掌握新技术、培养和锻炼核电设计、制造、建设和管理队伍具有重要的实践意义。在岭澳核电站全面建成投产前后,岭澳核电有限公司组织人员就岭澳建设中形成的重要经验整理编写了一套供新闻媒体宣传用的材料。本刊以此为基础,编发其中的五个方面经验,以飨读者。 After the Daya Bay nuclear power station was put into commercial operation successfully in February 1994, the meeting of the premier of the State Council was held in Shenzhen. The Ling Ao Nuclear Power Project is one of the largest energy projects in the country’s ”Ninth Five-Year" start-up capital construction project. It is the second large-scale commercial nuclear power station constructed in Guangdong after the Daya Bay Nuclear Power Station was put into operation, about 1.2 km away from the running Daya Bay Nuclear Power Station. , The first phase of 2 million-kilowatt pressurized water reactor nuclear power unit. Ling Ao Nuclear Power Co., Ltd. was formally incorporated on October 4, 1995 as China Guangdong Nuclear Power Group Co., Ltd., a wholly owned subsidiary, is responsible for the construction of Ling Ao Nuclear Power Station. Ling Ao Nuclear Power Station is one of the four nuclear power stations under construction in China’s nuclear industry during the Ninth Five-year Plan period. The main project was officially started on May 15, 1997. Unit 1 was put into commercial operation in May 2002 with a construction period of 60 months. Unit 2 was put into commercial operation on January 8, 2003, marking the completion of the project. The full operation of the Ling Ao Nuclear Power Station has expanded the construction of the Daya Bay nuclear power station and played a role of connecting with the past and opening up to the future in the development of Guangdong’s nuclear power series. Compared with Daya Bay Nuclear Power Station, Lengao Nuclear Power Station actively explores the management mode of nuclear power self-construction and intensifies its localization and autonomy so as to create an independent and localization road for China’s nuclear power construction. It is also necessary to study and grasp new technologies, train and exercise Nuclear power design, manufacture, construction and management team has important practical significance. Before and after the full construction and operation of the Ling Ao Nuclear Power Station, the personnel of Ling Ao Nuclear Power Co., Ltd. compiled and compiled a set of materials for publicity of the media on the important experience formed in the construction of Ling Ao. On the basis of this publication, we compile five experiences in this area to readers.
