设备是主要的生产手段,是生产力水平的一个重要标志,是我们进行社会主义建设和保证国民经济持续、稳定、协调发展的重要物质技术基础。就目前的情况看,有一些企业放松了设备管理与维修工作,特别是在某些承包企业中,只顾生产,不顾维修,只顾眼前,不顾长远,以拼设备来换取暂时效益的现象还很严重。这种做法是地地道道的短期行为,是十分错误和有害的。同时,忽视设备管理的现象在相当一部分企业中不同程度地存在。李鹏总理在第二次全国设备管理、维修座谈会上指出:“管好、用好、修好设备是厂长的一项责无旁贷的职责。一个企业的经济效益,不能够仅仅看它生产多少产品,产品的质量怎样,取得了多少利润,还应该看它管的设备是不是处于完好状态。现在有些企业有一个偏向,就是只重视生产,而不重视设备管理,这种情况必须扭转。”要生产出合格的产品,必须依靠完好的设备来保证,而为了使企业的产品不断更新提高,还必须要求企业的设备不断得到改造,逐步实现装备现代化。因此,我们要求各级领导要高度重视设备管理工作,要扎扎实实、卓有成效地认真抓好设备管理。设备管理的重要任务,在国务院颁发的《设备管理条例》里讲得非常清楚,要通过我们对设备的综合管理,来保持设备完好,不断改善和提高企业技术装备素质,充分发 Equipment is the main means of production, an important symbol of the level of productivity, and an important material and technological basis for our socialist construction and for ensuring the sustained, stable and coordinated development of the national economy. In order to continuously update and improve the products of enterprises, the equipment of enterprises must also be continuously reconstructed, and modernization of equipment must be gradually realized. Therefore, we require leaders at all levels to attach great importance to the management of equipment and must earnestly and effectively implement equipment management. The important tasks of equipment management are clearly stated in the “Regulations on Equipment Management” issued by the State Council.
