干部参加劳动的制度,本来是我们党一贯提倡的一项好制度,五、六十年代曾经形成风气,取得过显著成效。可是,一个时期以来,特别是十年动乱期间,把劳动当作一种惩罚手段,从而扭曲了这项制度的本来意义。近几年来,由于资产阶级自由化思潮泛滥,对这项行之有效的制度不再普遍提倡和坚持实行了,有些地方和单位,甚至把它当作“僵化”的东西予以否定。然而,只要是确有生命力的制度,总是会发扬光大、蔚成风气的。所以,即使在这种情况下,也仍有不少地方和单位,始终如一地坚持这项制度,并取得了很好的效果。本刊这期介绍的大连造船厂,就是一个成功的典型。这个厂的经验证明,干部参加劳动,有利于深入实际、调查研究,坚持党的实事求是的思想路线,正确及时地解决两个文明建设中的问题,避免主观主义和官僚主义;有利于树立公仆意识,贯彻党的全心全意为人民服务的宗旨,全面提高干部素质;有利于发扬党的密切联系群众、清正廉洁、艰苦奋斗的优良传统和作风,防止和克服腐败现象和不正之风。干部参加劳动的制度应当继续提倡和坚持,大连造船厂的经验值得学习和推广。当然,在新的历史条件下坚持这项制度,也要体现新的要求,同时要十分注意从实际出发,注重实效,切忌“刮风”、搞形式,甚至因此给群众造成负担,招致相反的结果。
