随着我国经济的发展以及社会主义新农村建设的推进,现代化农村、城乡一体化逐渐成为我国农村发展的核心。现代化农村建设必然涉及到农村土地资源开发与利用,并且由于农村土地集体所有产权制度和统分结合的双层经营体制特征,使得相关法制法规在涉及土地资源开发利用中的协调与管理作用十分突出,科学有效的法制法规对于促进农村土地资源的可持续开发利用,以及维护和谐稳定的社会发展具有积极的意义。
