(一)近年来,杭州市商业部门顺应改革、开放、搞活的新形势,积极发展企业之间的横向联合,涌现出一批跨地区、跨部门、跨所有制的新型商业联合体。据调查,市区社会商业已有新型联合体292个。其中:实行工商联合的119个,农商联合的32个,商商联合的78个,商贸、商军以及农工商联合的42个,其他新型联合体21个。还有146家外地企业在杭州设立了销售点,50多家杭州商业企业在京、津、沪等大城市开辟了“窗口”。新型商业联合体具有跨度大、层次多、内容广、方位全等特点。它们的出现,冲破了原有纵向的封闭式的流通体制,一个新的开放式、纵横交错的流通网络正在形成。
