看病难、看病贵,这是当前亟须解决的民生问题之一,十一届全国人大常委会给予了高度重视和关注。十一届全国人大一次会议后,全国人大常委会办公厅将关于深化医药卫生体制改革,建立国家基本药物制度的建议确定为重点处理建议。2009年3月,国家“新医改”方案正式公布实施。公立医院改革是“新医改”进程中重要的一环。公立医院改革是否到位,直接关乎医改成败。因为它处于医疗卫生服务终端,集各种矛盾和问题于一身,是医改“最难啃的骨头”。既然困难重重,最好的办法莫过于试点先行。今年2月底,卫生部等五部委联合发布《关于公立医院改革试点的指导意见》,选定16个城市作为国家联系指导的公立医院改革试点地区。2010年“两会”后,全国人大常委会办公厅将关于推进公立医院改革试点,缓解群众看病就医问题的建议,确定为重点处理建议,进一步推动公立医院改革前行。时下,各地公立医院改革试点“动刀手术”已近半年,开局可谓平稳,并逐渐步入改革“深水区”:积极探索公立医院补偿机制、治理机制和管理体制等难点问题。本刊选取中部地区试点城市之一——安徽芜湖市为样本,试图放大其公立医院改革图景,以供参考。

After the “two sessions” in 2010, the General Office of the NPC Standing Committee decided to focus on proposals to further promote the reform of public hospitals by advancing the proposals on pilot reform of public hospitals and alleviating the problems of people seeking medical treatment. Nowadays, nearly half a year has passed since the pilot reform of public hospitals was launched in the past six months. The start of the reform has been steadily moving into the reform of the “deep-water area”. The government actively explored such difficult issues as the compensation mechanism, the governance mechanism and the management system in public hospitals. The magazine selected one of the pilot cities in the central region - Wuhu City, Anhui Province as a sample, trying to enlarge its public hospital reform picture for reference.
