第十届全国人民代表大会常务委员会第二十一次会议决定:加入于1997年9月5日经国际原子能机构外交大会审议通过的《乏燃料管理安全和放射性废物管理安全联合公约》;同时声明:一、中华人民共和国政府对第2条(u)项以及第27条提及的“超越国界运输”的理解是:作为抵达国的《乏燃料管理安全和放射性废物管理安全联合公约》任何缔约方在同意来自另一缔约方的国内实体的超越国界运输前,应当向该超越国界运输的启运国确认该超越国界运输已得到该启运国的批准。
The Twenty-first Meeting of the Standing Committee of the Tenth National People’s Congress decided to accede to the Joint Convention on the Safety of Spent Fuel Management and the Safety of Radioactive Waste Management, considered and approved by the Diplomatic Conference of the International Atomic Energy Agency on September 5, 1997; meanwhile, : I. The Government of the People’s Republic of China understands Article 2 (u) and the “transboundary movement” mentioned in Article 27 as any contracting of the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management as a State of arrival Before agreeing to travel beyond national boundaries by a domestic entity from another Party, it shall be confirmed to the country of departure that crossed this border that it has been approved by the country of departure.
