1996年9月1日,江西省4000万人民期盼已久的京九铁路全线通车,也就是说,长期处于封闭落后“高位截瘫”的江西经济与“京九机遇”会师了。在万众高歌大京九的欢呼声中,国务院发展研究中心孙尚清主任及时开出一贴清醒剂:“京九经济带尚不具备条件全面开发。”江西由于经济底子薄,沿线地区,尤其是赣中、赣南地区经济还很落后,工业基础薄弱,农业经济基本上还处在传统自然经济阶段。而以江西目前的经济实力要在1~3年内对沿线地区进行大规模的投资和采取大的动作都是不太可能的。因此如何充分发挥“大京九”对江西经济发展的作用,尤其是如何利用京九交通使江西老区迅速脱贫致富,尽快缩小与沿海经济发达地区的差距,就成为摆在江西全省人民面前的一个重要课题。 “京九机遇”为江西经济发展奠定了前所未有的交通基础,那么江西经济中能够充分发挥交通优势,最迫切地需要交通条
