The rapid flow of capital determines the opening of the whole world from the economic to cultural global integration. In this objective world configuration, not only are countries economically interdependent and culturally more interdependent. Faced with the turbulent tide of cultural globalization, we must recognize that cultural industries play a minor role in this trend. Culture must be treated not only as superstructure and ideology, but also as a cultural productivity equal to or higher than economic productivity Treat. Looking further, due to the liquidity of capital, an open world cultural market has been formed. This means developing countries that are relatively disadvantaged in the global trading system will face the cultural dumping in developed countries. In this regard, this paper objectively looks at the international environment of today’s cultural development, carries out evaluations, puts forward some criticisms and states the corresponding opinions.
