十七届四中全会《决定》指出:“源源不断培养大批优秀年轻干部是关系党和国家事业的根本大计。掌握新形势下干部成长的现状,探索年轻干部成长的路径,既是贯彻党的十七大和十七届四中、五中全会精神的需要,也是加强党的干部队伍特别是加强年轻干部队伍建设和国家长治久安的必然要求”。基于此,分析新形势下加强年轻干部培养的重要性和紧迫性,并指出加强年轻干部培养的原则及主要措施。
