1992年,各级卫生部门要认真贯彻中央工作会议和党的十三届八中全会精神,牢固树立以经济建设为中心,为经济建设服务的思想,根据《卫生事业第八个五年计划及二○○○年规划设想》确定的卫生工作目标、指导方针和重点,结合各地实际,认真总结经验,巩固和发展治理整顿成果,进一步推进卫生改革开放。坚持外延与内涵发展相结合、以内涵为主的发展方针,把工作重点转移到调整结构,提高卫生事业效益的轨道上来。即坚持“预防为主”,重点加强预防保健、农村卫生和初级卫生保健工作,全面提高医疗卫生服务能力。努力发展医学教育和医学科技。进一步加强思想政治工作,纠正行业不正之风,提高医疗服务质量。继续完善和健全各项管理措施和约束机制,保证卫生事业持续、稳定、协调地发展。
In 1992, health departments at all levels must conscientiously implement the spirit of the Central Work Conference and the Eighth Plenary Session of the Thirteenth Central Committee of the Communist Party of China, firmly establish the idea of focusing on economic construction and serving the economic construction, according to the Eighth Five-Year Plan for Public Health. The Health Work Objectives, Guidelines, and Key Points identified in the 2000 Planning Vision, combined with actual conditions in each region, and earnestly summing up experiences, consolidating and developing the results of governance and reorganization, and further promoting health reform and opening up. We adhere to the development guideline of combining extension and connotation development with connotation as the main principle, shifting the focus of work to readjusting the structure and improving the efficiency of health care. That is, we must stick to the principle of “prevention first,” and focus on strengthening preventive health care, rural health and primary health care, and comprehensively improve medical and health service capabilities. Efforts have been made to develop medical education and medical technology. We will further strengthen ideological and political work, correct unhealthy trends in the industry, and improve the quality of medical services. We will continue to improve and improve various management measures and restraint mechanisms to ensure the sustainable, stable, and coordinated development of the health industry.
