专业技术人才是企业实现科技创新战略目标的保障,国有企业科研院所的生存发展与专业技术人才队伍建设息息相关。文章介绍了专业技术岗位序列的内涵与要求,通过剖析现状及存在问题,结合国有企业科研院所以及专业技术人才特点,分析论述了建设专业技术岗位序列的意义,并从科学岗位设置论证、构建人才管理机制、实现动态管理、考量科研一体化过程等四个方面深入分析了以中国石油集团钻井工程技术研究院为案例的工作成效,进一步以此为启发,阐述了对深化企业专业技术岗位序列改革的思考。
Professional and technical personnel are the guarantee for enterprises to achieve the strategic goal of scientific and technological innovation. The survival and development of state-owned enterprises and scientific research institutes are closely related to the construction of contingent of professional and technical personnel. This paper introduces the connotation and requirements of professional technical post sequence. By analyzing the status quo and existing problems, combining the characteristics of state-owned enterprise research institutes and professional and technical personnel, this paper analyzes and discusses the significance of building a professional technical post sequence. Talent management mechanism, to achieve dynamic management, consider the process of scientific research integration and other four aspects of in-depth analysis of the CNPC drilling engineering and Technology Research Institute for the case of the effectiveness of the work, further as an inspiration, elaborated on the deepening of enterprise professional and technical positions sequence Reform thinking.
