与美国签署有关俄加入世贸组织的协议,标志着俄迈出了具有里程碑意义的一步俄罗斯和美国11月10日宣布,两国已经就俄加入世界贸易组织双边协议的所有原则性条件达成一致,双方计划在越南首都河内举行亚太经合组织领导人非正式会议期间签署上述协议,与会的俄美两国总统届时将出席签字仪式。业内人士认为,俄美就此问题达成一致具有深刻的政治背景,标志着俄罗斯消除了加入世贸组织的最大障碍,距离“入世”的目标越来越近。持续8年的“拉锯战”俄罗斯于1993年正式申请加入世贸组织(当时称“关税和贸易总协定”),并于1994年开始相关谈判。在过去十多年马拉松式的谈判进程中,俄美两国为就俄加入世贸组织问题达成一致进行了多次双边谈判,这一谈就是八年。
Signing an agreement with Russia on Russia’s accession to the WTO marks a milestone for Russia Russia and the United States announced on November 10 that they have agreed on all the principle conditions for Russia’s accession to the WTO’s bilateral agreement. The two sides plan to sign the above agreement during the informal meeting of the leaders of APEC held in Hanoi, Vietnam. The participating Russian and U.S. presidents will attend the signing ceremony. According to insiders, Russia and the United States reached a consensus on this issue with a profound political background. This marked that Russia eliminated the biggest obstacle to its accession to the WTO and is getting closer and closer to its goal of “joining the WTO.” 8-year “tug-of-war” Russia officially applied for membership in the WTO in 1993 (then called the General Agreement on Tariffs and Trade) and started the negotiations in 1994. In the marathon negotiations over the past decade or so, Russia and the United States have held many bilateral negotiations to reach agreement on Russia’s accession to the WTO. This talk is just eight years old.
