在治理手机不良内容的传播以及保护未成年人安全和权益问题上,英国采取了“自律为主,共管结合”的规制路径,要求手机运营商必须对商业内容进行分级标注,建立了一个内容分级的共同标准,并建立起了一个全民共管的监督体系。同时,在限制性内容的规制方面,则采取一条“疏堵结合,控制准入”的规制路径,通过年龄验证机制、父母控制机制、教育和辅导机制等多种控制机制来阻止未成年人接触到手机不良内容。英国治理机不良内容的经验,可以给我们一些有益的借鉴。
