近年来鄂西地区的旅游业发展迅速,已逐渐成为鄂西经济新的增长点。鄂西生态文化旅游圈的提出具有双重目的,既要促进鄂西经济的发展,又要进行生态文化、历史文化的保护和民族文化的传承。加强立法对旅游活动的调控是实现生态文化旅游发展目标的重要保障。本文通过对我国现有生态旅游环境保护的法律规范进行分析,比较和借鉴国外先进立法经验,进一步完善鄂西生态文化旅游圈的法律法规体系。
In recent years, the rapid development of tourism in Western Hubei has gradually become a new economic growth point in western Hubei. The proposed eco-cultural tourism circle in western Hubei Province has a dual purpose. It not only needs to promote the economic development of western Hubei Province but also protects the ecological culture, historical culture and inheritance of national culture. Enhancing the regulation and control of tourism activities by legislation is an important guarantee to achieve the goal of eco-cultural tourism development. This article analyzes the legal norms of the existing ecotourism environment protection in our country, compares and draws on the advanced foreign legislation experience, and further improves the law and regulation system of ecotourism tourism circle in western Hubei.
