随着民国档案开放利用工作的深入发展,原有的案卷目录、卷内文件目录及全宗目录等馆藏目录已难以适应新的形势和现代科技的发展。将计算机引进到了档案工作中,以期实现高效、准确的档案检索,但其前提是要对档案文件进行前处理——著录标引,于是早在80年代,各地各级档案馆纷纷开展了民国档案的著录标引工作。期间,一个矛盾始终困扰着我们,那就是:一方面民国档案检索工具现代化的迫切性日益突出,另一方面档案数量的巨大与著录标引人员的有限
