2008年是极不平凡的一年。为应对国际金融危机,我国政府果断实施了积极的财政政策。这是继1998年之后,我国宏观调控再次启动“积极财政政策”。为落实党中央、国务院的部署,财政部党组要求各级财政部门要认真实施好积极的财政政策,落实好进一步扩大内需促进经济增长的各项措施。为此,本刊记者采访了财政部部分司局长和地方厅局长,解析新形势下财政工作的重点和难点,以期对新的一年各级财政部门坚定信心,应对危机,促进经济平稳较快发展有所裨益。
