随着经济体制改革的不断深入,预算外资金发展迅猛,有的县市预算外资金收入约占当年预算内收入的2/3,并呈上升趋势。预算外资金的快速增长,对深化改革、搞活经济和促进各项事业的发展起到一定的促进作用。但随着社会主义市场经济体制的建立,分税制的推行,预算外资金的概念、性质、存量、管理范围、管理方式和手段等都已发生根本性变化,而现行预算外资金的管理模式难以适应新体制的运作。主要表现在以下几个方面:
