当今世界的竞争,是人才的竞争,是人力资源综合素质的竞争。公共部门管理各项社会公共事务,向全体社会成员提供服务,以公共利益而不是以自身利益最大化为出发点和归宿的部门。公共部门是否能够有效进行管理直接关系到人民的根本利益。而公共部门人力资源作为公共部门资源中最重要的资源,如何进行有效的开发、激励与建立合理的管理体制,对于提升公共部门工作效率从而更好的维护人民的根本利益具有十分重要的意义。由于企业化的激励机制能够更充分的激发人力资源的积极性和创造性,提高管理效率,并且有利于公共部门建立一支廉洁、透明、高效的公务员队伍,塑造公共部门的良好形象。因此,本文试图借鉴企业人力资源开发的方式、方法及手段,研究企业化激励机制在公共部门人力资源开发过程中的必要性和可行性。
The competition in the world today is the competition of talents and the competition of the overall quality of human resources. The public sector manages various social and public affairs, provides services to all members of the society, and serves as the starting point and destination of the public interest rather than the maximization of their own interests. Whether the public sector can effectively manage directly affects the fundamental interests of the people. As the most important resource in the public sector, human resources in the public sector are of great significance to how to effectively develop, motivate, and establish a reasonable management system. This is of great significance for improving the efficiency of the public sector and thus better protecting the fundamental interests of the people. Because the incentive mechanism of the enterprise can more fully stimulate the enthusiasm and creativity of human resources, improve management efficiency, and help the public sector to establish a clean, transparent and efficient civil service team to create a good image of the public sector. Therefore, this paper attempts to use the methods, methods and means of human resource development in enterprises to study the necessity and feasibility of the enterprise-based incentive mechanism in the development of human resources in the public sector.
