互助县浅山地区占全县总土地面积的60％以上,这里条件很差,干山秃岭,沟壑纵横,植被稀少,水土流失严重,自然灾害频繁,粮食产量低而不稳,是我县防护林建设重点地区。当前,影响浅山地区造林绿化速度的一个关键性问题,就是干旱缺水。尤其是春天,几乎是十年九早,造林地土壤含水率一般只有70％左右。高寨、红崖子沟、哈拉直沟、沙塘川等公社的阳坡不到6％。造林成活率很低,一般只有60％左右,有的地方不到50％,年年造林不见林,影响了防护林建设的速度。
