一、人口因素对贵港市财政支出的影响根据贵港市2010年第六次全国人口普查数据,2010年11月1日止,贵港市总人口为503.31万人,约占广西总人口的1/10,与2000年第五次全国人口普查的459.96万人相比,十年间共增加了43.35万人,年平均增长0.9%。全市常住人口411.88万人。由于人口多、人口分布和流动以及人口年龄层次的变化,都对贵港市财政支出有巨大影响。因此,在安排财政支出时,贵港市不得不把这一因素摆到重要位置加以考虑。从贵港市的财政支出安排来看,涉及人口因素的财政支出项目较多、数量巨大。一是可直接根据人口数量测算的支出。如计划生育支出、少数民族地区补助等基本公共管理与服务支出,这部分支出直接根据人口数量测算,按统一标准安排。
