“十五”期间,北京城市交通体系建设有了长足发展,市政府坚持公交优先的政策为广大市民出行方便取得了一定的成效。但是,随着人们生活水平的迅速提高,城市机动车的高速增长已超过了交通基础设施的承荷和建设速度,形成了北京交通突出的两个问题:一个是行车堵, 另一个是停车难。这一“堵”一“难”反映了北京交通体系在动态交通和静态交通两个系统的建设和管理上的深层次问题,绝非单靠建桥修路
During the “Tenth Five-Year Plan” period, the urban transport system in Beijing has made great strides in its development. The municipal government has adhered to the policy of giving priority to public transport and has achieved certain results for the convenience of traveling by the general public. However, with the rapid improvement of people’s living standard, the rapid growth of urban motor vehicles has exceeded the load and construction speed of transportation infrastructure, forming two prominent problems in Beijing traffic: one is driving congestion and the other is parking difficulties .
