我旗地处鄂尔多斯高原东部,西北黄土高原边缘地带,属黄土丘陵沟壑区。全旗总面积7692平方公里,其中沿黄河滩地578平方公里,占7.5％,库布齐沙带横贯东西,面积900平方公里,占11.7％;其余6214平方公里的面积均为黄土丘陵沟壑区,占80.8％。全旗现有人口21万,其中农业人口19万。劳动力7.3万个,耕地面积120万亩,牲畜66.8万头,境内植被稀疏,林草植被覆盖度仅有20％,水土流失严重,生产条件恶劣,农牧林业生产落后,人民生活贫困。近二十多年来,虽经过兴修水利、种草种树对水土流失区域的治理,但由于方针不明确和水土保持措施的布设不当,加之极左思想的影响,水保工作几起几落,效果不够显著。
