事件:市民罗先生2008年1月在苏宁电器购买一台电视,等了8天对方也没有上门安装。至于包装箱子要保存一个月的问题,16号接线员说,这是苏宁的规定,消费者如果没有包装箱,苏宁要收取一定的包装费,才能办理退换货手续。日前,罗先生提供的一张发票背面印了一条“外包装保存一个月”的字眼。“包装箱子挺大的,占据了阳台的大部分空间。”罗先生说,苏宁电器的这条规定根本不为消费者考虑。丢了包装箱商场不退货,消协认定:苏宁电器规定的电器外包装丢失需交包装费才退货属霸王条款。青岛市消协投诉部主任韩冰说,经调查发现,消费者在没有包装的情况下要求退货,商场规定要收取100-300元价格不等的包装费,否则不予退货。商场收取“包装费”是一种不平等条约,侵害了消费者的权益。
