妇女占我国人口半数以上,但妇女干部却少得可怜。据有关部门的调查数字表明,妇女干部在整个干部比例中不到10%,有的地方还不及5%。这种状况有历史的原因,也有社会的原因,但主要原因恐怕还在于人们往往习惯于把妇女干部与男干部相比,只要觉得有哪一点不及男干部,就一概定为没魄力、没水平、没能力,不予培养和选拔,而很少去注意、发现妇女干部本身的特点及其在领导班子中的优点和长处。
