2016年4月22日,中国某网报道哈尔滨某派出所所长打女记者事件,一时间各大媒体争相报道,传得沸沸扬扬。此事件反映出部分人民警察明显缺乏应有的法律素质,与十八届四中全会党中央确定的全面推进依法治国的方针和政策严重不符,人民警察的法律素质亟待加强。本文将从依法治国的背景出发,分析人民警察的角色定位和权力义务,从正反两个方面讨论人民警察法律素质的重要性。
On April 22, 2016, a Chinese newspaper reported that a police station director of a police station in Harbin was hitting a woman reporter incident. For a time, various major media competed for coverage of the incident and the situation was aroused. This incident reflects the apparent lack of due legal quality of some of the people’s police and is seriously inconsistent with the guidelines and policies for promoting the rule of law in an all-round way as set forth by the Fourth Plenary Session of the 18th CPC Central Committee. The legal quality of the people’s police needs to be strengthened. Based on the background of governing the country according to law, this article analyzes the role positioning and power obligation of the People’s Police and discusses the importance of the legal quality of the People’s Police from two aspects.
