应急基地是海上救助的保障。为了合理布局以提高防灾减灾的能力,对海上危险化学品应急基地优化选址进行了研究。充分考虑重点海域和事故多发海域的重点防护问题,兼顾非重点海域的应急反应需求,尤其保证对人的有效救助和污染的快速控制和清除,提出了多目标选址模型,并给出了该模型的启发式算法。最后,将此模型和算法运用于宁波-舟山海域应急基地选址中。
Emergency base is the guarantee of maritime rescue. In order to improve the ability of disaster prevention and reduction for rational layout, the research on the optimal site selection for the emergency base of hazardous chemicals at sea was conducted. Taking full account of the key protection issues in key seas and areas with frequent accidents, taking into account the emergency response needs in non-key seas, and in particular ensuring effective control and clearance of human beings, the multi-objective site selection model is proposed and the Model heuristic algorithm. Finally, the model and algorithm are applied to the site selection of emergency base in Ningbo-Zhoushan sea area.
