条块关系是公共服务供给的重要影响因素,“条条”和“块块”分别遵循标尺竞争和不出事的运行逻辑。本文采用观察法和文献分析法,对X区物业管理深化改革个案中的话语和行为进行深入分析,发现在常规型治理时期,“条条”倾向于采取动员、调研、咨询和总结四种推动策略,而“块块”则倾向于采取摆架势、表态度、吐苦水和亮优势四种应对策略,在条块之间形成较大张力的情况下,政府机制通过内部各个部门主体之间的博弈和协调,选择了树立典型、组织复制和政府购买等符合双方利益的策略和措施。基于案例分析,本文认为在未来的公共服务供给改革中,既不能过于注重对“条条”权力的压缩,也不能简单地对“块块”进行赋权,而应该根据条块特点和公共服务性质进行合理的机制设计,推动条块之间合作共赢。

Based on the case analysis, this paper argues that in the future reform of the public service supply, we can neither place too much emphasis on the “Article” of the power of compression, we can not simply “” block ", but should be based on the block Characteristics and the nature of public service mechanism for the rational design and promote cooperation between the win-win situation.
