农发行自2004年下半年起,信贷业务逐步拓展,商业性贷款从粮油加工企业、产业化龙头企业起步,到现在已经扩大到包括农、林、牧、副、渔产业化龙头企业等的“大农业”范围,已成为支持社会主义新农村建设的重要力量。与此同时,农发行的信贷管理组织构架也向“扁平化”方向迈出了坚实的步伐,形成了上下级、平级部门间的风险控制体系。随着基层行商业性贷款业务的逐步开展,现行信贷管理制度的一些不完善之处逐步显现,需要引起重视并加以解决。
