为迎接入世挑战 ,加速我国农业经济发展 ,本文认为必须以改革为动力 ,进一步解放和发展农村生产力 ,并相应提出 ,稳定农业和农村基本政策 ,以市场化为目标进行土地制度改革 ,推进税费改革 ,实现农村工业化、城镇化 ,建立农业投入新体制等对策建议。 In order to meet the challenges posed by China’s accession to the WTO and speed up the development of China’s agricultural economy, this paper argues that we must take the reform as a driving force and further liberate and develop the rural productive forces. We also propose that the basic agricultural and rural policies be stabilized and the reform of the land system Reform, rural industrialization, urbanization, establishment of a new system of agricultural input and other countermeasures.
