对进口食品实施注册管理是国际上通行做法,它与我国对外开放,保护和促进对外经济贸易的方针是一致的。本文对进口食品注册管理的基本做法、优点及有关问题进行了分析和探讨,认为该模式具有方便性、统一性、严格性、科学性、预防性、对等性等优点,符合检验检疫新体制提出的“依法把关,监管有效,方便进出,管理科学”的新要求,检验检疫机构在管理体制及技术力量上完全能满足这一工作的需要。
The implementation of registration and management of imported foodstuffs is an internationally accepted practice. It is consistent with China’s principle of opening to the outside world and protecting and promoting foreign economic relations and trade. This paper analyzes and discusses the basic practices, advantages and related issues of imported food registration management. It is considered that this model has the merits of convenience, unity, strictness, scientificness, preventativeness and equivalence, and accords with the new system of inspection and quarantine Proposed the “check according to law, effective supervision, access, management science,” the new requirements, inspection and quarantine agencies in the management system and technical strength can fully meet the needs of this work.
