本文以新乡市土地承包经营权流转现状为基础,总结新乡市土地流转主要特点是政府引导下土地流转主体多元化、土地流转区域性明显。分析了新乡市土地流转纠纷处理的主要机制,分析了侵害农户土地权利的主体和新乡市土地流转纠纷处理的主要机制,最后提出为了加强土地流转规范性,新乡市应该规范农村土地流转程序、加强农村社会保障制度建设、构建第三方纠纷处理机制并加强对土地流转的管理和检查。
