国家税务总局公布2008年1月1日起使用《个人所得税纳税申报表（适用于年所得12万元以上的纳税人申报）》，其中规定“股票转让所得”和“个人房屋转让所得”需分别填报，这难免使股民将“股票转让所得”与征收炒股所得税相联系，笔者分析了我国不适宜征收资本所得税的原因及当前应做的工作。
