近年来,我国已签署并实施了14个自贸协定,涉及22个国家和地区,自贸伙伴遍及亚洲、拉美、大洋洲、欧洲等地区。签发的原产地证书种类在不断增加,其中区域性优惠原产地证书已达13种,再加上一般原产地证书、普惠制原产地证书和其他专用证书,证书种类已近20种,且每种证书的原产地规则和操作程序也是千差万别;另外,我国制造业水平不断提高,出口产品国产化程度越来越高,签证产品品种也越来越多,原产地签证工作量日益繁重,原有的签证管理模式已不能适应新时期原产地签证工作的需要。
