在西方发达国家,饲料工业已有上百年的发展历史,其标准化、法制化建设已相当完备.在我国,饲料工业只有约二十年的发展历史,迄今为止,已制定了各类标准(技术法规)165项,其中国家标准56项,行业标准109项,许多省(区)市也先后制定、颁布、实施了本地的饲料管理法规、标准(技术法规)和扶持政策.如辽宁省先后颁布了1项地方行政法规,40项地方标准(技术法规)和4项扶持饲料工业发展的地方政策.这些法规、标准和政策不仅为饲料企业生产提供了依据,也为保护饲养者的合法权益提供了法律依据,促进了饲料产品质量的提高,并使行业管理工作在很大程度上做到了有章可循,有法可依.
