行署、专署、市、财委并各劳动局科股:关于私营工商业工资以米改分的问题,我们的精神是劳资协商,政府掌握保证工人实际所得及劳资两(米价低了工人不吃亏,米价高了资方负担轻)的原则,适当核批,不用政府或劳动局下命令的方式机械推行。十月七日江西日报第一版劳动局长会议关于此问题的讨论可作参考,省劳动局劳审字第二十号通知规定不够妥当,决定作废。兹将南昌市对这一问题的协商与核批办法介绍如下,以供各地参考:(一)由劳方直接(工会应主动领导)或工会代表劳方向资方提出,进行酝酿及协商,主要的是统一计算方法,经过必要的慎重考虑的反复协商在工会劳动局参加启示之下
