国有企业产权转让过程中,购买方、转让方以及评估机构或评估人员都能影响产权转让的价格。当公有制的代理人与私人进行产权交易时,由于公有产权的主体利益关联到方方面面的个体利益,要找到一个让每个人都满意的转让价格是很困难的。如果不及时地解决,容易造成社会矛盾的激化和社会政治的不稳定。解决这一问题的方法可以设计一个合约,让所有利益相关者都根据自身利益最大化的原则进行决策,并对自己的选择负责任。这样制定的价格比较公正、合理,也容易得到利益相关方的认同与支持。
During the process of transfer of state-owned enterprise ownership, the purchaser, the transferor, the appraisal agency or the appraiser can influence the price of the transfer of property rights. When public ownership agents trade privately with property, it is difficult to find a transfer price that makes everyone happy because the subject interests of public property are linked to the individual interests in all aspects. If not resolved in time, it will easily lead to the intensification of social conflicts and social and political instability. The solution to this problem can be to design a contract in which all stakeholders make their own decisions based on the principle of maximizing their own interests and are accountable for their own choices. The prices thus formulated are fair, reasonable and easily obtain the approval and support of the stakeholders.
