事业单位改革的趋势已越来越明显,其涉及面广,内涵丰富,包括政府的职责定位,政府与事业单位的关系、政府与社会的关系、政府对事业单位管理的创新等方面。而人事干部在改革的过程中以及改革之后的作用显而易见,决定着该事业单位的前途和命运。但从目前事业单位的运行过程中来看,人事干部素质令人堪忧,亟需提高。本文结合事业单位面临的改革转型期这一实情,提出具体可行的措施来优化提升人事干部的素质。
The reform trend of public institutions has become more and more obvious. It involves a wide range of areas and rich connotations, including the government’s role and responsibilities, the relationship between the government and institutions, the relationship between the government and the society, and the government’s innovation in the management of public institutions. Personnel and cadres in the process of reform and the role of reform is obvious, determines the future and destiny of the institution. However, from the point of view of the current operation of public institutions, the quality of personnel cadres is worrying and in urgent need of improvement. This text combines the fact that the public institution faces the reforming transitional period, puts forward the concrete feasible measure to optimize and enhance the quality of the human resources cadre.
