最近,关于中国电信资费的争论再次成为热门话题。电信资费究竟贵与不贵,近邻印度是个很好的参照。我在去年曾跟随中兴通讯公司去印度考察,亲身感受中印两国电信资费的差别:从中国用手机打到印度每分钟需人民币8元,漫游到印度接听一分钟是25元,但是从印度打回中国每分钟仅为2元。目前,该国的最低手机资费折合人民币仅为每分钟9分钱,长途和漫游费约合人民币0．17元。而据中兴通讯驻印度办事处的工作人员介绍,仅仅在三四年前,印度的移动市话费还高达每分钟15卢比,折合人民币3元。由此可见印度电信改革的力度。
