收入分配不合理、劳动工资水平过低,是我国就业和劳动关系中面临的根本问题。产业发展不均衡,产业结构虽然在向高端、高质、高新、低碳、绿色、生态的发展方向转变,但从长期看,仍存在相当数量的中小企业、小微企业、劳动密集型企业,面临企业对政策法规理解、执行不到位等问题,由此导致的低工资发生率增加、工资不平等现象,不仅制约了国内求增长,并引发贫困和社会不稳定。国际金融危机以来,这问题已愈加突出。为此,我国必须从经济社会可持续发展的长远趋势出发,尽快改变不合理的劳动工资制度,建立健全职工和企业间利益共享、共同发展的机制。
The unreasonable distribution of income and the low level of wage in labor are the fundamental problems that our country faces in employment and labor relations. Although industrial development is uneven, the industrial structure has changed in the direction of high-end, high-quality, low-carbon, green and ecological development. However, in the long run, a considerable number of SMEs, small and micro enterprises, labor- Faced with the problems of understanding and implementation of policies and regulations by enterprises, the resulting increase in the incidence of low wages and wage inequality not only hampered the domestic demand for growth but also caused poverty and social instability. Since the international financial crisis, this issue has become increasingly prominent. To this end, our country must proceed from the long-term trend of sustainable economic and social development, change unreasonable labor and wage systems as soon as possible, and establish and improve a mechanism for sharing benefits and common development among employees and enterprises.
