乡镇建立档案室,是《中华人民共和国档案法》颁布以来档案工作发展延伸的又一重大举措,是为适应改革开放,促进乡镇经济发展的重要手段,是各级档案行政管理部门把工作落实到基层的富有成效的职责,是为乡镇机关和各直属单位保护历史、贮存信息、走向市场、描绘蓝图的重要依据。要使这项工作切实有效地开展下去,必须理顺如下几个方面的关系。
