The Oak Ridge National Institute under the leadership of the U.S. Department of Energy Innovation and Architecture Planning conducted a comparison between ground and underground structures. This study was conducted under the influence of public opinion that reduced the construction cost, or under the influence of the public opinion that the higher initial cost could be recovered in the short term. As early as the 1970s, we noticed a growing interest in underground construction. At that time, only a few of these buildings were reported in 1972, and in the 1981 “Architecture of Underground Buildings and Energy Reports”, nearly 2,500 sites were recorded.
