目的调查重庆市基层医疗卫生机构激励机制现状,为构建基层医疗卫生机构激励机制提供参考依据。方法自设调查问卷,通过整体分层抽样,对重庆市基层医疗卫生机构激励机制现状进行统计分析。结果基层医疗卫生机构医务人员对工作风险、工作能力和水平认可、人际关系、工作条件与环境自评状况普遍较好,但认为在激励相关制度、工资报酬分配与工资水平等方面有待完善。结论卫生行政部门应合理核定绩效工资总额和收入增长机制,科学设置绩效考核指标体系;基层医疗卫生机构可将职工绩效考核结果作为其绩效工资分配、岗位调整等重要依据;加大宣传力度,合理引导职工正确认识单位激励机制和自身工资收入水平,全员参与保证绩效改善的可持续性。
Objective To investigate the current situation of incentive mechanism of primary health care institutions in Chongqing and provide reference for constructing incentive mechanism of primary health care institutions. Methods To set up a questionnaire, through the overall stratified sampling, the status quo of incentive mechanism of primary health care institutions in Chongqing was statistically analyzed. Results The medical staffs in primary medical and health institutions generally recognized their work risk, work ability and level of interpersonal relationships, working conditions and environmental self-assessment. However, they thought that the medical insurance system should be improved in the aspects of incentive system, remuneration distribution and wage level. Conclusion Health administrative departments should reasonably approve the total performance pay and income growth mechanism and set the scientific performance appraisal index system scientifically. The primary health care institutions can regard the results of staff performance appraisal as the important basis for their performance salary distribution and post adjustment. They should step up publicity efforts and make rational Guide employees to correctly understand the unit incentive mechanism and their own wage income levels, full participation in ensuring the sustainability of performance improvement.
