加拿大学者威尔·金里卡立足于政治哲学视角,以西方国家的多元文化政策实践为基础,在自由主义框架内对少数群体的集体权利进行了缜密论证与合法性辩护,进而建构起系统的多元文化公民权理论。尽管存在争议,但其少数群体集体权利思想,是对自由主义理论的重大发展,在学术和实践层面都产生了重要影响。客观认识其理论的合理性成分及存在的有关争议,对于中国解决民族问题的制度设计和政策选择具有一定的启示。
Based on the perspective of political philosophy and based on the practice of multiculturalism in western countries, the Canadian scholar Will Kingrika has carefully argued and legally defend the collective rights of minorities within the framework of liberalism so as to establish a systematic Multicultural citizenship theory. Despite the controversy, the idea of the collective rights of minorities is a major development in liberal theory and has had a significant impact at both academic and practical levels. To objectively understand the rationality of its theory and the related controversies has some enlightenment on the system design and policy choice of China to solve the nationality problem.
