对黄河尾闾治理的规划与探讨

黄河尾闾现行流路已行水11年多,由于近些年来水来沙的大幅度减少和极度不均衡,加之两岸油田勘探开发对河道自然形态的影响,导致主河槽淤积萎缩,漫滩流量大幅度降低;且清8断面人工出汊点以下出现强烈坐弯现象,自该断面向下近两公里长的河道呈一个大‘S’形,这也导致了汛期尾闾河段河势剧烈游荡,滩区油田安全严重受威胁等突出问题。鉴于目前黄河尾闾两岸滩区已成为胜利油田石油勘探开发的重要阵地,尾闾河段的安全度汛已成为关系到胜利油田安全生产的头等大事。一方面采取工程措施稳定现行流路,尽可能延长现行流路使用年限;同时还要提前做好准备,有计划地实施人工出汊摆动,以保持流域的整体稳定。黄河尾闾河道治理是当前治黄工作面临的重大而又迫切的课题。 The existing flow path of the Yellow River tail has been running water for more than 11 years. In view of the fact that the floodplain on both sides of the Yellow River tail has become an important front for oil exploration and development of the Shengli Oilfield, flood safety in the tail river reach has become the top priority for the safety production in Shengli Oilfield. On the one hand, engineering measures should be taken to stabilize the current flow path and extend the current service life of the existing flow path as much as possible; at the same time, preparations should be made in advance to carry out artificial swagger in a planned manner so as to maintain the overall stability of the basin. The treatment of the Yellow River tail river is a major and urgent issue facing the current Yellow River governance work.
