随着西部大开发战略的实施和近两年国家对公路建设总体投入的加大,西部公路建设取得前所未有的成就,截止1999年底,西部十个省(市、自治区)公路总里程达到41.7万公里,占全国公路网总里程的31%,公路网密度达到7.8公里/平方公里。公路建设对国民经济的拉动作用逐渐显现,公路交通严重制约西部经济发展的状况得到缓解。但与东部相比,西部公路交通还存在较大的差距,突出表现为路网密度低、公路等级低和通达深度低(“三低”)。落后的交通仍是横亘在西部经济发展道路上的障碍之一。西部公路交通的落后有很多原因,但最直接的是西部公路建设的投资。本文试图从投资的角度对西部公路交通进行透视,以期有针对地对大开发中的西部公路建设提出一点建议。
With the implementation of the strategy of large-scale development of the western region and the increase of overall national investment in highway construction in recent two years, highway construction in the western part of the country has made unprecedented achievements. By the end of 1999, the total mileage of highways in the ten western provinces (municipalities and autonomous regions) has reached 417,000 km , Accounting for 31% of the total mileage of the national highway network and the highway network density reaching 7.8 km / km2. The driving effect of highway construction on the national economy is gradually showing its appearance. The situation of highway traffic which seriously hinders the economic development in the west has been eased. However, compared with the eastern part, there is still a big gap between the western part of the country and the western part of the country. The outstanding performance of the road is that the road network is of low density, the road is of low grade and the access depth is low (“three lows”). Backward traffic is still one of the hurdles that runs along the path of economic development in the west. There are many reasons for the backwardness of western highway traffic, but the most direct one is the investment in the construction of western highway. This paper tries to make a perspective of the western highway traffic from the perspective of investment so as to put forward some suggestions on the western highway construction in the great development.
