北京大学教授萧灼基认为,1999年我国经济发展值得注意四个问题: 经济政策运用问题 今年我国的经济增长仍然要依靠政府采取积极的财政政策。但是,经济规律告诉我们,在市场经济条件下,经济增长主要依赖货币政策。 政府在经济发展不同时期,在执行财政政策和货币政策方面应有所侧重,一般来说,经济处于扩张时期,采取货币政策,当经济处于收缩期时,采取财政政策会起较大作用。
