中央领导同志多次强调要分析国情。联系到研究新的技术革命和我们的对策,我认为下列几点值得注意: 经过三十多年努力,我们初步建立了比较完整的工业体系和国民经济体系,在名类产业建设和经济开发方面取得很大成果,一些重要产品的产量已经居于世界前列;但生产技术水平还比较低,管理水平更低,基本物资的年产量和积累量远远不能满足国大人多的需要。现代化社会的物质基础结构,包括交通运输、住宅、公用事业还没有很好地建立起来。例如,全国电话数和香港地区差不多。据前两年的统计,二百三十多个城市还有十几个连自来水系统都没有建成,更不用说农村。全国还有百分之三十的地区用不上电。 The leading comrades of the Central Government have repeatedly stressed the need to analyze national conditions. In connection with the study of new technological revolutions and our countermeasures, I think the following points are worth noting: After more than 30 years of hard work, we have initially established a relatively complete industrial system and national economic system, in terms of the construction of name-class industries and economic development. Great achievements have been made. The output of some important products has already ranked among the top in the world. However, the level of production technology is still relatively low, and the level of management is even lower. The annual output and accumulation of basic materials are far from meeting the needs of the National People’s Congress. The material infrastructure of a modern society, including transportation, housing, and utilities, has not been well established. For example, the number of telephone calls in the country is similar to that in Hong Kong. According to the statistics of the previous two years, there are more than a dozen cities in more than 230 cities that have no water systems built, let alone rural areas. Thirty percent of the country still does not have access to electricity.
