本文以有偿服务9年的实践,从五个方面对其进行了分析。由于我国现阶段正处于社会主义初级阶段,加上人员工资的不断上调,离退休人员增多等因素,使财政拨款的增长已不能满足卫生防疫事业发展的需要。在国家有关政策指导下开展的卫生防疫有偿服务,不但为保证卫生防疫工作的顺利进行提供了经费保障,也为卫生防疫事业发展增加了经费投入,使职工的生活福利得到改善和提高。有偿服务的开展也为卫生防疫改革开辟了新的思路。 在开展有偿服务过程中,要处理好单位内的分成比例,处理好防疫站与卫生系统内部以及其它开展有偿服务的行政事业单位之间的关系。卫生主管部门应制定约束机制,为向社会提供优质、高效的服务,树立良好的卫生工作形象而努力。 有偿服务的创收已纳入财政管理范畴,未来卫生防疫事业经费的调整势在必行,卫生防疫工作者都必须有清醒的认识。
This paper analyzes five aspects of the nine-year practice of paid services. The development of paid services has also opened up new ideas for the reform of health and epidemic prevention. In the process of carrying out paid services, it is necessary to handle the proportion of shares within the unit and handle the relationship between the epidemic prevention station and the health system as well as other administrative institutions that carry out paid services. The competent health authorities should work out a restraint mechanism to provide quality and efficient services to the community and establish a good image of health work. The income-generation of paid services has been included in the fiscal management, and the adjustment of funds for health and epidemic prevention is imperative in the future. All health and epidemic prevention workers must have a clear understanding.
